The William S.D. Louey Educational Foundation

William Louey founded the William S.D. Louey Educational Foundation in 1995 with a simple ambition: to give talented young people from modest backgrounds access to educational opportunities that might otherwise have been beyond their reach. Established in honour of his grandfather, the Foundation has since supported 35 scholars with more than HKD 60 million in funding.

From the beginning, William wanted the Foundation to be about more than paying tuition fees. He meets prospective scholars personally, looking not only for academic achievement but for resilience, curiosity, character and the ability to thrive in an unfamiliar environment. Scholars have gone on to study at institutions including Oxford, Cambridge, MIT and Harvard, before building careers across business, finance, technology and other fields around the world.

More Than A Scholarship

For William, education is as much about exposure as it is about qualifications. Experiencing another culture, encountering different perspectives, building new relationships and discovering what you are capable of can change the direction of a life.

That is why his involvement does not end at graduation. William has remained connected to many of his scholars for decades, following their careers and families and offering mentorship as their lives develop. The result is less a conventional scholarship programme than a community built around education, friendship and shared responsibility.

Paying It Forward

At the heart of the Foundation is one principle: there is nothing to pay back. Instead, when the opportunity arises, pay it forward.

William has never wanted his scholars to regard the support they received as a debt. His hope is simply that, when they are able, they use their own success, experience, time or resources to create an opportunity for somebody else.

That philosophy has become self-sustaining. Former scholars established the Pay It Forward Scholarship under the China Oxford Scholarship Fund, helping subsequent students pursue higher education at Oxford while also offering mentorship of their own. Other alumni have created charitable foundations, supported education programmes and contributed their expertise and time to causes that matter to them.

A Different Measure of Impact

The success of the Foundation is therefore not measured only by the number of scholarships awarded or degrees achieved. It can be seen in what happens afterwards: the businesses built, ideas developed, communities supported, students mentored and opportunities created for people William may never meet.

That multiplier reflects a philosophy that runs throughout William’s philanthropy: help people deeply, remain personally involved, and trust that generosity can travel further than any individual act of giving.

More than three decades after the Foundation began, its original idea continues to move from one generation to the next turning education into opportunity, opportunity into responsibility, and responsibility into something worth passing on.
